Lal Bahadur Shastri National Academy of Administration 2011

Janaagraha has partnered with the National Centre for Urban Management to design, develop and deliver urban curriculum at the Lal Bahadur Shastri National Academy of Administration. This training is designed for officers with 15 to 16 years of experience who will be moving on to policy-making positions at the State Government level. It is aimed at orienting the participants to a wide range of themes and issues in policies concerning urban India. Through this training, officers will gain a perspective on the potential challenges ahead of them, in their roles at the Secretariat.

Jawaharlal National Urban Renewal Mission

The most significant advocacy success for Janaagraha has been Jawaharlal Nehru National Urban Renewal Mission (JNNURM). Janaagraha lobbied for an ambitious urban initiative at the national level, and played a key role in the design of the mission. JNNURM is the largest urban initiative in India’s history with $25 billion capex program for 63 cities. The mission comes with reform conditions.Click here to read more.

State Urban Agenda for Rajasthan, 2005-08

Between 2005-08, at the behest of the Chief Minister of Rajasthan, the two co-founders of Janaagraha were appointed as Advisors to the State on urban reforms. A state-wide urban reform agenda in Rajasthan called SUARAJ (State Urban Agenda for Rajasthan) was implemented. Designed as an innovative public-policy intervention, SUARAJ initiated Fast Track Projects, and Reform Track Programmes. Under both tracks multiple projects were developed. The reform track projects have built deep domain knowledge and strengthened the understanding of working with state government.

The Second Administrative Reforms Committee, 2007

The Second Administrative Reforms Committee entrusted the task of urban reforms to Janaagraha. The Report recommendations include many of the REED elements, including the structure of urban participation. You can view the ARC report here

Planning Commission DPG Guidelines, 2009

Janaagraha worked with the Ministry of Panchayati Raj, Government of India, in producing the Integrated District Planning Guidelines brought out by the Planning Commission. These guidelines rigorously detail the process of integrating urban spatial plans and rural sectoral plans into a regional plan at the district level. High Powered Expert Committee, 2010

The High Powered Expert Committee was established under Isher Ahluwallia, on urban infrastructure development. Ramesh Ramanathan, as a member of the committee, anchored the task of estimating the financial needs over the next decade for core urban infrastructure and services of urban India for different classes of cities. Public Record of Operations and Finance

Our campaigns on direct accountability have also led to the recognition of our programs on service level benchmarking:

1.Through PROOF, the public disclosure law was included in the Jawaharlal Nehru National Urban Renewal Mission (JNNURM) whereby all municipal bodies are required to disclose financial records to the public.

2.The Ministry of Urban Development also launched an initiative through which SSLBs for four key municipal services were defined through the concepts of PROOF. This was then piloted in 28 cities of the country.

Generating our ward report cards through WII data

The Ward Infrastructure Index emerged through a partnership between Janaagraha and the Times of India. It assessed all 198 wards in Bangalore on a number of indicators based on Quality of Life. These ranged from water, sanitation, solid waste management and mobility. This data was arrived at following pain-staking ground work by a highly dedicated field team. The final scores were published in a month long campaign called Bangalore Patrol in the Times of India. You can see your ward score here!

Janaagraha PILS: Making our footpaths pedestrian friendly

Through the WII study, we noticed that the ad-hoc placement of transformers on the footpath was hindering mobility as well as causing accidents. In order to improve our footpaths and make them pedestrian friendly, a PIL was filed on December 20, 2010 with the Karnataka High Court to relocate the existing transformers. The case was heard on March 14th, 2011, following which an order was passed on April 5th asking BESCOM to provide alternative solutions for the same. We are currently discussing these alternative solutions with BESCOM to make Bangalore City more pedestrian friendly.

The success of our Area Voter Mitras

Through Jaagte Raho, we are the first non-governmental organisation to sign a Memorandum of Understanding with the Election Commission. We have mobilised 851 Area Voter Mitras who worked with a population of 2.5 lakhs in the Shantinagar constituency of Bangalore. Through them, we submitted 44,306 voter registration forms to the Electoral Registration Officer. You can find out more about Jaagte Raho here.
