Guaranteed Land Title: Rajasthan takes the lead
As part of the Reform Track Program under State Urban Agenda for Rajasthan (SUARAJ) Government of Rajasthan (GoR) is in the process of modernizing the administrative, legal and technology infrastructure to ensure ‘guaranteed title' to the holders of immovable properties (land, apartment, block of building etc). In late 2006, a cabinet sub-committee was constituted on Rajasthan Urban Land Reforms (RULAR). It then appointed a technical committee to define a comprehensive road map for Urban Land Management reforms, which includes providing state guaranteed land titles through electronic conveyancing system and conversion of leasehold land holdings to freehold. The technical committee serves as a platform for bringing the different stakeholders in land administration together. This includes Urban Development and Housing, Survey and Settlement, Revenue, Records, Registration and Stamps.
Guaranteed Title will initially start with selected categories of land that have moved to freehold ownership under the current leasehold to freehold conversion taken up by Govt. of Rajasthan. This system of introducing state guaranteed land title will be taken up on a pilot basis in the 2008-09 financial year as announced by the Chief Minister in her budget speech. The pilot involves implementing a computerized property administration system called CLEAR TITLE (Computerized Land Evaluation and Administration of Records and Title). This will follow the methodology used in dematerialization of share certificates, involving:
- Digitization of all property data with unique property identifier
- Digitization of all transaction data
- Electronic Conveyancing system
- Provision of certificate of title
- Online Inquiry system
