Bala Janaagraha is a practical civic education program which aims at empowering the school children of urban India with the knowledge, skills and values necessary to develop a deep sense of ownership and responsibility towards their society and neighborhood. It enlightens the students of rights and responsibilities of citizens and demystifies local governance. It stresses the need for citizen participation in local governance, thus, catalyzing change.
For fiscal 2012-13 the programme's efforts have been focused on expansion and scalability. Keeping this strategy in mind, the targets for the number of partner schools were set at 100 for 2012-13. This is a sharp contrast to previous fiscal, where the target was set at 60. A secondary target was also set - to on-board 23 partner-administered schools (franchise). On the operational front, goals have also been set with respect to total classes delivered, and number of Civic Fest Finals held. These, in conjunction with qualitative targets to capture effectiveness of programme delivery based on student learning and instructor effectiveness will ensure the programme is of the highest quality. In addition, the completion of the programme's process manual, and the roll out of the revised curriculum book to be implemented in next year's syllabus are also key objectives for this year.
The programme has exceeded its target of 100 partner schools by on-boarding a total of 117 schools. This was made possible through the combined hard work of the facilitators and programme manager. The Facilitator Model, introduced last year, contributed indirectly, as the programme now relies on dedicated facilitators, rather than just volunteers.
The programme achieved its target of 23 partner-administered schools in 2012-13. This was made possible by the success of the previous year's pilot project with DPS Patna which resulted in great exposure for the programme and provided a blueprint for scaling the programme via the franchise model.
The programme fell short of its target to deliver 510 classes in Q1, reaching only 235. From an external perspective, some partner schools failed to commit the required number of classes. This was exacerbated by the fact that roughly one third of partner schools did not begin the programme until July (Q2) (especially common amongst the partner-administered schools). From an internal perspective, the programme started class delivery with only 75% of its staffing completed (due to some untimely resignations). The undelivered classes have been moved to Q2, and will be made up by the team, which is now at 100%.
Bala Janaagraha's focus now moves to completion of its process manual (which will templatize the franchisee model) and to delivering the bulk of its curriculum (including making up the deficit in delivery from Q1).
