The Jaagte Raho! (always-be-on-the-vigil) programme – one of Janaagraha's flagship and longstanding initiatives, aims to provide an efficient and clean process in the maintenance of Electoral Rolls. This is done in partnership with the Election Commission of India (ECI), beginning with a pilot in one assembly constituency – Shantinagar. This programme has close to 500 citizen volunteers, called Area Voter Mitras, who work with the Jaagte Raho team to facilitate the efforts of this programme.
In 2012-13, much effort is focused on ensuring that polling parts within Shantinagar are adequately staffed with Area Voter Mitras (AVMs). There is a special emphasis on the release of the ‘Perfect Urban Electoral-Roles’ (PURE) manual which will allow the programme to implement Phase II of its mandate (maintaining electoral roles following the initial Phase I: clean-up of the electoral rolls). Part of the initiative is a wide-reaching awareness campaign, to be conducted across numerous polling parts. To ensure that the programme is achieving its goals, KPIs have been set for the number of applications accepted by the EC, and for the accuracy of the electoral roll in randomly selected polling parts.
The programme achieved its goal of having 2 AVMs trained in all 186 polling parts of Shantinagar Assembly Constituency. This was achieved thanks to the passionate
efforts of the Field Associates who personally recruited and trained the AVMs. They are accountable for the running of the programme in their assigned wards and serve as anchors.
The programme achieved its goal of seven centres for maintenance of PURE in Shantinagar. This has been greatly aided by the good working relationship the programme enjoys with BBMP officials, who have provided local government office space for promotion of the programme. Schools in the area have also been persuaded to provide their premises for training and workshops.
In Q2 the programme will begin assessing its success against aggregate numbers of applications received by the EC (set at 600 per quarter). It will also begin sampling randomly selected polling parts within Shantinagar AC, to ascertain the percentage of eligible voter names, and percentage accuracy of voter lists – set at 60 and 50 per-cent respectively. These numbers will increase to 90 and 70 per-cent by year’s end.
