Public Record of Operations and Finance (PROOF) is Janaagraha's public disclosure and accountability initiative. PROOF works with governments to enhance financial and performance disclosures of local governments and with citizens to catalyse citizen engagement on city finances.

Key Performance Indicators


In 2012-13 PROOF seeks to collaborate with the Comptroller and Auditor General of India on a Performance Reporting Framework for Urban Local Bodies, beginning with a national seminar on the subject. PROOF also aims to roll out the 1st edition of the Janaagraha Urban G2C Awards (G2C-Government to Citizen) to promote citizen-centric urban e-governance.  As part of its endeavour to catalyse citizen engagement, PROOF has set itself targets to generate traffic for Janaagraha's flagship online initiative ichangemycity.com by developing municipal finance related content on the site.  This online foray will be supported by offline citizen outreach sessions on Budgets in Bangalore. The programme will continue to advocate its cause through press articles & publications. Other efforts for the year will include a website for municipal finances and City Accountability Rankings, to define, measure and benchmark disclosures and financial performance of urban local bodies.

Q1 Results

Number of press articles/publications on urban finance/public disclosure published in economic journals, other widely read publications

The programme more than achieved its KPIs with respect to press exposure thanks to a six-part ‘Our City - Our Money’ series in The Times of India. Topics covered included timeliness and accuracy of budget estimates, debt management, how ward level budgetary allocations relate to Quality of Life in those wards, comparison of the BBMP (Bruhat Bengaluru Mahanagara Palike, the Municipal Corporation of Bangalore) to Private Companies with respect to financial accountability and the need for participatory budgeting in Bangalore. Srikanth Viswanathan, Manager-PROOF was invited for a Radio chat show on Bangalore’s Budgets and also wrote an opinion piece on the Budget in the Deccan Chronicle alongside the Standing Committee Chairman of the BBMP.

G2C Awards -1st edition

The G2C Awards are now scheduled to be launched in Q2 2012-13, with all preparatory work completed as per schedule.  Coordination of dates for the event between the Chair of the Awards Jury and the Key Note speaker has resulted in the delay in launch.

Agenda for Q2

PROOF's primary focus in Q2 will be to convene the national level seminar on Performance Reporting Framework (PRF) for Urban Local Bodies (ULBs). The purpose of the seminar is to evolve consensus on a standardised framework for financial and performance reporting by ULBs. The launch of the first edition of the Janaagraha Urban G2C Awards is also scheduled in Q2 2012-13 (late September).
